Harry Rayner
Environmental Consultant

Harry Rayner brings over 40 years of diverse experience in construction and environmental consulting, with a specialized focus on hazardous materials design and remediation. He holds multiple EPA/AHERA accreditations, including Asbestos Contractor/Supervisor, Building Inspector, Management Planner, and Project Designer, and has completed certified training in hazardous waste operations.

Over the course of his career, Harry has developed deep expertise in environmental site assessments, waste sampling (solids, liquids, and hazardous materials), cost estimating, and the creation of operations and maintenance (O&M) programs. His work is grounded in practical, regulatory-compliant solutions tailored to complex environmental challenges.

Harry has successfully managed and overseen hundreds of asbestos and lead abatement projects across a wide range of sectors, including commercial, industrial, and educational facilities. His project experience includes building demolitions, utility terminations, UST removals, and groundwater remediation. He has provided leadership on projects ranging in scale from $5,000 to $50 million.

Ben Rayner
Professional Engineer

Ben Rayner, P.E. is a licensed Professional Engineer specializing in structural engineering, with active licenses in Louisiana (No. 46862), Mississippi (No. 33811), and Texas (No. 150393).

Ben leads the structural engineering division at Rayner Consulting Group, which he launched in 2022. His role focuses on delivering high-quality structural solutions across commercial, residential, and industrial sectors. Before founding this division, Ben worked with Wardlaw, Lasseigne & LeBouef, where he was a lead structural engineer on a variety of commercial projects—including schools, retail centers, office buildings, and mixed-use developments.

Earlier in his career, Ben was with Ford, Bacon & Davis, where he managed structural design for both new and retrofit systems in chemical plants across South Louisiana and Alabama. His broad project portfolio also includes single-family homes, multifamily residential buildings, and complex industrial foundations and framing systems.

In addition to design work, Ben has provided expert witness services in structural engineering matters, offering clear, technically sound evaluations for legal proceedings and insurance claims.

With a practical, solutions-driven approach and a deep understanding of code compliance and constructability, Ben brings technical leadership and design expertise to every project he undertakes.

Chelsea Bio Picture

Chelsea McAlpine
Structural Designer

Chelsea McAlpine is a Structural Designer originally from Chicago, Illinois. She plays a key role in the development and delivery of structural engineering projects at Rayner Consulting Group, contributing both technical design support and high-quality construction document production.

Chelsea is proficient in Revit and BIM 360 collaboration, and is responsible for producing coordinated, detailed construction document sets that support efficient and accurate project execution. She is actively involved in structural analysis, detailing, and design support across a range of commercial and residential projects.

In addition to her technical work, Chelsea regularly participates in project meetings and contributes to client communication, helping to ensure clear coordination and a smooth design process from concept to completion.
